Now Filter >> Blur >> Gaussian Blur. You can use any setting you want really, but I usually use somewhere between 1 and 3, depending on if I want the blur noticeable at all. Now Edit >> Fade to Soft Light or Hard Light. For this pic, I like soft light better. And this is what I get:
